Explains "basic need" and how education funding for the BSA (base student allocation) is calculated. If you read this document and can understand it, you will then understand why and how HB 245 does NOT cut education funding for school districts, and that the state will simply pick up all of the cost for basic need. Unless of course, the Alaska State Legislature doesn't appropriate the full amount of funding for basic need, in which case funding distributed to school districs will be prorated. But the possibility of underfunding/prorating can already occur because it is currently in statutes. So that has nothing to do with HB 245.
